I recently read a novel that took place in the very dry areas of Nevada. The main story line was about a cattle ranch that was dying due to lack of water. The author basically described what you quote Don Thomas as saying through the words of a young hydrologist. In this case it was water that was stored deep down in between layers of rock which had filtered through millions of years worth of rains from the mountain range that encircled part of the ranch. It was fascinating.
