Because of the lava flow hazard to the Puna Geothermal plant and its hazard to the surrounding community we should be also planning and building another geothermal facility somewhere else. Let's not put "all our eggs in one basket".

Aloha Rico;
A way of spreading risk is to keep the oil-fired plants, replaced by geothermal, in standby mode. If the geothermal plant is inundated, the standby plants can be restarted. The Geothermal Working Group report points out that diversifying geographically is desirable. But it has a lot to do with how soon and how high oil prices will rise. People are up against the wall right now. I feel that it is better to be safe than sorry.

There are lots of alternative sites within the geothermal resource zone. Presumably each of those could apply to the planning commission and get up to speed quickly.
